Attack on Inspr Sunday Gabriel and Team on Anti Pipeline Duties by Men of the National Security and the Civil Defence Corp at Konu Lagos

The Lagos State Command wishes to use this medium to put the record straight on what actually transpired at Isawo-Ikorodu at early  hours of today 27/3/2013 between the NSCDC and the Police.

At about 0145hrs of date, there was a distress call from DM security PPMC, Mosimi that they were experiencing drop in pressure on the pipeline. The Unit Commander in charge of Konu immediately pulled out his men on Konu axis under Inspr Sunday Gabriel to proceed to the scene.

As they were approaching, they heard sound of serious gun firing in their area of pipeline coverage and the Inspr instructed his men to proceed to that direction as it could be the activities of vandals. Upon arrival, they saw a group of Civil Defence Corp Members coming out from the direction where the shooting was earlier heard. The NSCDC men challenged the Policemen who were about four in number on what their mission was in the area; “saying that it was their sole responsibility (Civil Defence) to guide and protect pipelines”.

At this juncture there was an argument between the NSCDC and the Police and the most senior NSCDC officer DSC Olufemi ordered his men who were about fourteen (14) in number to disarm, arrest and handcuff the Police team leader and three other members of his team. The NSCDC succeeded in disarming the Police team leader Inspr Sunday Gabriel, handcuffed him, collected his service pistol, walkie-talkie, and Police I.D card. As they were about dragging him into one of their standby hilux vehicles, a phone call was put to the Police Unit Commander reporting the situation. The 3 other officers resisted the arrest and this infuriated Civil Defence Officials who started shooting sporadically to intimidate and subdue the Police officers.

Before the Police Commander could arrive the scene, the NSCDC officials had taken to their heels abandoning the handcuffed and leg chained Police Inspector with one of NSCDC personnel.

Therefore, it was shocking that at about 0400hrs, the Civil Defence Corp Commander called the Police Commander Mosimi to say that he lost two of his men and their corpses have been deposited at the hospital. Uptil now, the pistol of Inspr Sunday Gabriel who was badly beaten and stabbed by the NSCDC officials including his other accoutrements are still with NSCDC.

Subsequently, far away in Alausa, Ikeja,  at about 0800hrs today, the NSCDC officials abducted and assaulted three Policemen namely: Sgt Charles Igiebor, Cpl Ekun Julius and Cpl Okoro Charles who went for National I.D Card registration exercise. They also started attacking Policemen on sight in other parts of the State.

The Commissioner of Police Lagos State Command immediately went on air to warn Policemen not to engage in any form of confrontation with the NSCDC officials.

However investigation into the matter has commenced while Lagosians are advised to maintain peace and remain calm, please. 

IGP Greets Christians at Easter

The Inspector-General of Police, IGP MD Abubakar, CFR, NPM, mni, on behalf of Officers and men of the Nigeria Police Force, sends his hearty greetings to the entire Christian community in Nigeria, as they join their brethren across the globe, to mark the 2013 Easter season.

While reminding Christians that the victorious resurrection of Jesus Christ on Easter morning was preceded by a painful crucifixion, as price to atone for the redemption of mankind, the IGP urged Nigerians to emulate and adopt the selfless lifestyle of Christ. He enjoined them to be open minded to issues of forgiveness, peace and harmonious co-existence, in consonance with the principles and teachings of Christ, especially, in this trying moment in the history of our dear country.

The IGP called on Nigerians to place value and respect on the nation’s persities, especially in the face of very high price being paid with the blood and lives of officers and men of the Force and those of other security agencies, who like Jesus Christ, are constantly subjected to all forms of dangers, risks and deprivations, including the hazards of death in the line of duty, as ultimate sacrifice for the peace, unity and progress of the country. 

Meanwhile, to ensure a peaceful and incident-free Easter celebration, the IGP has directed all Zonal AIGs and Command Commissioners of Police, to take all necessary measures in ensuring the provision of adequate security for worshippers, travelers, picnickers and all citizens across the country before, during and after the festive season. Command Commissioners of Police are to personally ensure that all key and vulnerable points within their jurisdictions, including places of worship, recreation centres, motor parks, highways, financial institutions and all places of public resort are adequately and effectively protected.

The IGP wishes, in the spirit of the season, to salute Officers and men of the Force for their courage, dedication, tireless and selfless services to Nigerians and the country, especially, in the face of current challenges. He restated the resolve and commitment of the present Police Administration to reposition the Force for greater efficiency, including bargaining for better welfare package and more conducive working conditions.

While commending Nigerians for their patience, understanding and cooperation with the Police in the fight against crime and criminality, the IGP enjoined them to continue to support the Force with useful information that will effectively assist the Police in tracking down undesirable elements in the society. He sued for peace from all Nigerians, irrespective of their religious, political and socio-cultural leaning.

The IGP uses this medium to express the willingness, determination and commitment of the Nigeria Police Force to effectively discharge its onerous responsibility of securing the life and property of the citizenry, in line with the provisions of the country’s constitution and all extant statutes. He seeks the prayers and support of all Nigerians, assuring that with God on the side of the nation, Nigeria will surely rise above all its present challenges.

Ban on Indiscriminate and Unlawful Use of Tinted Glasses Still in Force

The Inspector-General of Police, IGP MD Abubakar, CFR, NPM, mni, has observed with grave concern, the alarming abuse and unlawful use of tinted glasses and the plying on our highways of unregistered/unlicensed vehicles by some vehicle owners across the country, despite repeated warnings by the Police authority. This unbecoming attitude has the capacity, not only to heighten criminal activities, but to place unnecessary pressure on security agencies and law abiding citizens.

In view of the potential danger posed by the indiscriminate use of tinted glasses and unregistered/unlicensed vehicles, corroborated by recent security reports that criminal elements, including suspected terrorists, now hide under the cover of the use of the aforementioned types of vehicles, tricycles and motorcycles to execute their nefarious trade, the IGP wishes to remind Nigerians from all walks of life, including politicians, military and security personnel, that the ban on unlawful and indiscriminate use of tinted glasses and legislations forbidding the plying of unregistered vehicles on our highways, are still very much in force.

The IGP, in the light of several negative security implications associated with this unrestrained infringement on relevant laws on the use of tinted glasses and unregistered/unlicensed vehicles, has directed all Zonal AIGs and State Command Commissioners of Police to arrest and bring to book, in line with extant laws, all defaulters. He wishes to clearly state that the Nigeria Police Force will no longer tolerate the habit of few misguided Nigerians who wantonly abuse the use of tinted glasses and unregistered/unlicensed vehicles, thereby complicating the challenge of effectively policing the country and equally endangering the lives and property of law abiding citizens.

It is the strong advice of the IGP that all persons having vehicles still unlawfully fitted with tinted glasses, to remove them immediately.  Similarly, owners of unregistered/unlicensed vehicles are advised to immediately register them and obtain appropriate licenses or withdraw them forthwith from public roads; as police Officers nationwide have been directed to commence a massive operation aimed at enforcing all existing laws bordering on tinted glasses and the use of unregistered/unlicensed vehicles.

The IGP wishes to reassure the public that the Nigeria Police is committed to its constitutional and lawful responsibilities of providing security for the citizenry. Citizens are however, reminded of their civic obligation of obeying all laws of the State. They are further advised to act and conduct themselves within the ambit of the law and to continue to support and assist the Police and other security agencies in their efforts to safeguard the country.

NIGERIA POLICE FORCE LAUNCHES A NEW “CODE OF CONDUCT AND PROFESSIONAL STANDARDS" FOR OFFICERS

All is now set for the official launch, by the Nigeria Police High Command of the special ‘Code of Conduct and Professional Standards for officers of the Nigeria Police Force’, scheduled to take place on the 10th day of January, 2013 at International Conference Centre, Abuja.  The launch which will be personally performed by Dr Goodluck Ebele Jonathan GCFR, President and Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, will commence at 10:00am prompt. The launch of the “Code of Conduct” comes a day after the National Summit on Security.

The new “Code of Conduct” is a set of rules collated and formulated under the leadership of the current Inspector-General of Police, IGP MD Abubakar,for guiding and regulating the behaviours of Police officers in Nigeria – both while on or off duty.  The Code contains standard policing rules as well as contemporary international best practices in law enforcement as available in various United Nations Conventions, the Nigeria constitution, Police Act and Regulations and other domestic statutes. It is intended to be used by Police Officers in determining what is right and proper in all their actions.

The Code is designed to promote efficiency and effectiveness of Police services by promoting transparency, accountability and a deeper sense of civilian oversight on police activities.  It is further intended to promote discipline, professionalism and strict adherence to due process in police activities and operations. Its institution within the Force is therefore part of measures by the IGP to promote the Federal Government transformational agenda, through deliberate and conscious efforts at encouraging positive attitudinal change amongst all cadres of officers within the Force

Thus, its launch is meant to generate the needed awareness among Government Officials, members of the Force and the general public; and to formally announce the enforcement of the “Code” both as a guide for all personnel of the Force, as well as an instrument for monitoring the conduct of inpidual Police officers in the daily performance of their duties, by the Police High Command and the public.

It is the earnest belief of the IGP that the “Code” will improve the standards and outputs of the Force and make it an enviable Law Enforcement Organization that will best serve the interest of Nigerians.

The IGP once again solicits the cooperation and understanding of the public at ensuring the successful implementation of the “Code” as it marks another mile stone in current efforts at repositioning the Force.  He believes that getting it right with the Code, will no doubt, amount to getting it right with the Force; and this will in turn translate to getting it right with the overall security of Nigeria and her teeming citizens.

Dignitaries expected at the event include: the leadership of the National Assembly, Federal Ministers, Executive Governors from the 36 States of the Federation, Service Chiefs, Senior Government Officials, members of the Diplomatic Corps, Senior Police Officers, etc. 

NIGERIA POLICE FORCE CONVENES NATIONAL SECURITY SUMMIT

As part of efforts at encouraging a broad-based approach to tackling emerging contemporary security challenges in Nigeria, the Nigeria Police in conjunction with Vanguard Newspapers will be organizing a 2-day National Security Summit with the theme “Addressing Nigeria’s Security Challenges for Sustainable Peace and Development”.  The event is billed to take place on 8thand 9th January, 2013 at the International Conference Centre, Abuja, commencing at 10am each day.

The summit which will be officially flagged off by the President and Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria,Dr. Goodluck Ebele Jonathan, GCFR, will be attended by Military and Police Chiefs, security experts/practitioners from within and outside the country as well as other critical stakeholders in the Nigeria Project.  The summit which is a public – private partnership initiative is expected to provide an avenue for Nigerians from all walks of life to make informed input into concerted efforts by the Police and other security agencies at providing lasting solution to Nigeria’s myriad Security Challenges.

While emphasizing the importance of the summit to the transformation agenda of the Federal Government, particularly as it relates to issues of safety and security of the nation, the IGP urged participants to seize the opportunity provided by the summit to make sincere and informed input on matters bordering on the general security of Nigeria and Nigerians.  He stated that the rationale for the summit is predicated upon the belief of the Force that the business of policing and securing Nigeria is the responsibility of all and that no single inpidual or organization has monopoly of security knowledge. 

While assuring participants that inputs, suggestions, contributions and decisions reached at the summit will be given their pride of place in new security policies and strategic operational plans by the Government and the Police High Command, he equally promised that the Force will do everything humanly possible to guarantee a safe, conducive and democratic atmosphere at the summit to enable participants undertake a free, candid and unfettered intellectual discourse.  He urged participants to see their participation in the summit as a call to national service and to do all within their powers to deliver on the targets and objectives of the summit.

Other participants expected at the summit include:  representatives of State Governors, Special advisers on Security to State Governors, principal officers of National and State Assemblies, CEOs of registered and active private security agencies and representatives of ethnic forums and nationalities. Others are representatives of National Human Rights Commission, invited NGOs and Civil Society Groups, Labour groups such as NLC, PENGASSAN, TUC, and Professional groups such as NBA, NMA, Guild of Editors, NUJ, Representatives of PCRC at national and State levels and other invited participants.

NIGERIA POLICE FORCE PROMOTE 1,944 POLICEMEN

The Inspector-General of Police, IGP MD Abubakar, CFR, NPM, mni, in the pursuit of his agenda for a better welfare regime for personnel of the Nigeria Police Force, graciously approved the promotion of One Thousand, Nine Hundred and Forty-four (1,944) junior Police Officers within the rank bracket of Constable and Sergeant, to their next ranks.

The promotion exercise dubbed “New Year Gift” for members of the Police rank and file, takes effect from 1st January, 2013. In line with on-going reforms of the Nigeria Police Force, all the beneficiaries of the promotion exercise had earlier attended and passed a special promotion course organized for them at the four premier Police Colleges located at Lagos, Orji-River, Kaduna and Maiduguri. The trainings were designed to prepare the personnel for the challenges and responsibilities of their new ranks.

While congratulating the newly promoted Inspectors, rank and file, the IGP charged them to see their elevation as a call to greater tasks and challenges, as they will be saddled with higher responsibilities. He reminded them of the need to be more dutiful, disciplined, courageous and patriotic in the discharge of the responsibilities of their new ranks.  

The 1,944 beneficiaries of the new promotion are spread across all Police Commands and Formations within the country including Force Headquarters, Abuja.  A breakdown of this figure is shown in the table below:

He promised to continue to do his best in conjunction with other relevant organization of government to promote their overall working conditions, particularly, as we commence the sojourn into 2013.

IGP SALUTES NIGERIANS ON NEW YEAR

The Inspector-General of Police, IGP MD Abubakar, CFR, NPM, mni, on behalf of the Police High Command, salutes Nigerians – both at home and in Diaspora – on the auspicious moment of the new year celebration.

While thanking God for his grace and mercies that saw the country and its millions of citizens through the immediate past year, the IGP equally commended Nigerians for their vigilance, partnership and support for the Police, without which the task of policing Nigeria in 2012 would have been a near-impossibility.  He enjoined citizens not to relent in this regard, but rather continue to assist the Force even with greater vigour in the months ahead.

In a similar vein, the IGP expressed his immense gratitude to the President and Commander-In-Chief of the Armed Forces of the Federation, Dr. Goodluck Ebele Jonathan, GCFR, for his passion for the security of the nation and his firm resolve to tackle the current security challenges.  The IGP equally thanked the 36 State Governors, the FCT Minister and Local Government Chairmen across the Federation – particularly those that have supported the Police with logistics and other crime fighting tools in 2012.

The Police chief, while pledging the loyalty of the entire officers and men of the Force to the nation, promised that all hands will be on deck in the current year to ensure all forms of crime and criminality in the country – particularly the violent ones – are brought down to the barest minimum.

The IGP promised to re-dedicate himself and his Management Team to the vision of reforming and professionalizing the Nigeria Police Force and bequeathing to the nation a Police Force that will be truly people’s friendly, effective, efficient, intelligence driven, with greater respect for the fundamental rights of the citizens and adequately positioned to tackle the dynamic challenges of crime and social order now and beyond.

He equally charged officers and men of the Force to re-dedicate themselves to the service of their fatherland.  He reminded them that their calling as peace officers demands of them the highest level of patriotism, selflessness and hard-work.  He promised that he will continue to work with relevant Federal Government agencies to seek new ways of improving on their welfare and general working conditions.  

While reiterating his earlier directives to Zonal AIGs and Command Commissioners of Police to ensure a crime and crisis-free New Year celebrations, he advised citizens to remain vigilant and report any suspicious movement or persons to the Police or other security agencies.

IGP FELICITATES WITH CHRISTIANS IN NIGERIA OVER CHRISTMAS

The Inspector-General of Police, IGP MD Abubakar, CFR, NPM, mni, on behalf of the Police High Command, officers and men of the Force, heartily felicitates with Christians in Nigeria as they join their counterparts across the globe to joyfully celebrate this year’s Christmas.

  While reminding Christians of the very significance of Christmas – the holy birth of Jesus Christ; the IGP enjoins them to emulate and imbibe the worthy virtues, principles and teachings of Christ, by being open minded to issues of peace, forgiveness and harmonious co-existence, especially, at this auspicious moment in the history of our country. He calls on all Nigerians to appreciate and respect the persities of the nation, and leverage on same as a source of strength and medium for national development. 

Meanwhile, to ensure a peaceful and incident-free Christmas celebration the IGP has directed all Zonal AIGs and State Command Commissioners of Police to take all necessary measures to ensure the provision of adequate security across the country before, during and after the celebration. CPs are to personally, ensure that key and vulnerable points including: shopping malls, motor parks, financial houses, places of worship, recreation centres and other public places are adequately and effectively protected, to enable  holiday makers, worshippers and the general public enjoy maximum fulfillment. In a similar vein, Zonal AIGs and CPs have been directed to ensure the provision of 24hrs security around all government installations, strategic facilities and other key targets.

In addition, Commanders of Police Highway Patrol Teams have been directed to ensure that motorized patrols on our highways targeted at crime and accident prevention, are intensified to ensure a safe, secure and peaceful celebration. Police men deployed on our highways have also been directed to render necessary assistance to travelers and road users, especially accident victims and those who may suffer vehicular break down. 

The IGP warns officers who will be deployed during the period, to ensure that they comport themselves and act within the confines of the law. They must be firm but polite, civil and professional in the discharge of their assigned roles, giving due regard and respect to the fundamental human rights of citizens at all times.

On the other hand, in the spirit of the season, the IGP expresses his gratitude to Nigerians for their cooperation, patience and understanding all through 2012, particularly in the face of daunting national security challenges. He sues for peace from all Nigerians, irrespective of religious, political and socio-cultural leaning, expressing the belief that the country’s multifarious challenges, including that of security, are surmountable with all hands on deck. 

The Police Chief equally uses this medium to pay tribute to all Officers and men of the Nigeria Police Force, for their dedication, tireless courage and selfless service to father-land and humanity. He restates his resolve and commitment to reposition the Force, bargain for better welfare package and a more humane and conducive working condition for Police personnel. He commiserates with families of patriotic members of the Force who, like the heroes they truly are, paid the supreme price in the out-going year, to ensure that Nigerians enjoy peace and security.

Finally, the IGP seeks the prayers, support and understanding of Nigerians, assuring that by God’s grace, the battle against crime and criminality will eventually be won.
